What We Did
The City of Apopka was experiencing rapid growth in both population and geographic footprint under an active annexation policy, with the city roughly doubling every four years. The Center for Public Safety served as primary consultant on a comprehensive staffing study examining all divisions of the police department to determine appropriate staffing levels against current and projected service demand, with detailed analysis of patrol operations, criminal investigations, and communications. CPS reviewed the department’s organizational chart and service delivery model to pinpoint where personnel growth would be needed and on what timeline, applying its workload and growth-projection models to produce evidence-based divisional projections. Complexity was increased by the department’s communications center, which handled call-taking and dispatch for two adjacent municipalities in addition to Apopka. CPS’s responsibilities spanned data collection, stakeholder interviews, statistical analysis, and development of staffing recommendations. The resulting projections gave the city actionable unit-by-unit personnel forecasts to support strategic budget planning as expansion continues.
