What We Did
Palmyra is a community in northeast Missouri, across the river from Quincy, Illinois, with a downtown core that includes structures built as early as 1855. The city hall had itself taken over a former bank building, retaining the original vault in service for utility payments. Immediately behind city hall stood a considerably older structure occupied by the police department, which could not reasonably be adapted to meet contemporary design standards for the department’s operations. The Center for Public Safety was retained to create a space needs study providing the department and the city with a planning document enabling them to design and build a facility purpose-made for police operations. This engagement shows CPS’s work with smaller municipalities operating from inherited historic building stock, where the essential contribution is a clear, quantified statement of program need that a city can carry into design, funding conversations, and construction with confidence that the resulting facility will serve the department for its full expected life.
