Hopkins County Sheriff & Emergency Management Assessment
CPS completed a program and spatial needs assessment for a new combined Sheriff’s Office and Emergency Management facility in Hopkins County, projecting 30,790 square feet across eleven functional areas over a twenty-year horizon.

What We Did
Hopkins County, Kentucky, covering 540 square miles with Madisonville as its county seat, retained the Center for Public Safety to undertake a Program and Spatial Needs Assessment for a new combined Sheriff’s Office and Emergency Management facility. CPS developed projections for the facility across a twenty-year horizon from 2023 to 2043. The total projected spatial requirement reaches 30,790 square feet by 2033 and holds at that level through 2043. The study provided detailed spatial projections across eleven functional areas, each carried from its 2023 requirement to its 2033 requirement. Facility Support Spaces form the largest single component at 5,707 square feet, covering physical agility, defensive tactics, VR and specialized training, and locker, shower, and restroom facilities. Patrol and Armory grows from 2,571 to 2,743 square feet; Emergency Management requires 2,829 square feet including a dedicated EOC and multipurpose space; and the Special Services Division grows from 2,314 to 2,457 square feet. The program also allocates evidence storage, a sally port, public access areas, administration, an accounting and tax division, facility functional spaces, and a vehicle and storage facility, giving the county the information needed to move the project forward.
